Which security headers should I have?

At minimum Strict-Transport-Security, X-Content-Type-Options and a Content-Security-Policy. The report lists what is present and what is missing.

Why is my page not being cached?

Look at Cache-Control. A no-store or no-cache directive, or a missing max-age, prevents browsers and CDNs from reusing the response.
